Mayor Goins will also develop the city’s equipment replacement program to minimize the impact on private revenue streams due to maintenance expenses. Another priority is expanding the property tax base by returning city-owned properties to the tax rolls and conducting debt analysis, which is a valuable tool for funding capital projects without incurring long-term liabilities for short-term benefits.
