Meet David Goins
David Goins, a proud native of Alton, Illinois, embodies resilience and determination. Growing up alongside his sister after losing both parents at a young age, David found strength in the love and support of his grandparents and community leaders. Their guidance instilled in him the vital skills to navigate adversity, forge meaningful relationships, and adopt a “never give up” attitude—principles he holds dear to this day.
A standout athlete at Alton Senior High, David earned the title of Player of the Year from the Alton Exchange Club during his senior year. In 1978, he accepted a full basketball scholarship to the College of the Ozarks in Clarksville, Arkansas, where he graduated with a Bachelor of Arts in English Education in 1983.
Upon returning to Alton, David began his career with Madison County Court and Probation Services as a Home Detention Officer and Correctional Officer. He soon married his high school sweetheart, Sheila E. Rodgers, and together they have nurtured a loving family, raising three adult children—Odell, Mark, and Sarah—and celebrating the joy of 12 grandchildren.
David’s commitment to public service deepened when he joined the Alton Police Department in December 1985. Throughout his 25-year career, he served in various roles, including Patrol Officer, Detective in the Investigation Division, DARE Officer, and School Resource Officer for seven years, demonstrating his unwavering dedication to community safety and youth empowerment. As the Community Services Officer, he obtained state certifications in Elderly Services, Victim Assistance, and Crime Prevention, ultimately retiring as a Sergeant in 2010.
A true servant leader, Mayor Goins prioritizes the needs of the community and champions the aspirations of its residents. In 1988, he accepted a calling to the ministry, serving as Reverend Goins until his retirement from Morning Star Church on December 31, 2021, after 20 impactful years, to focus on his role as Mayor.
As an advocate for education, Mayor Goins believes it is the key to unlocking potential for underrepresented youth. His four-year tenure as an elected member of the Alton School Board reflects his dedication to fostering opportunities that empower families and create pathways to success.
On April 6, 2021, David Goins made history by being elected as Alton’s sixteenth mayor and the city’s first African American mayor, officially sworn in on May 12, 2021.
As he seeks a second term, Mayor Goins is committed to leading with honesty, transparency, and respect, and is optimistic about the future of Alton. He envisions brighter days ahead for families, businesses, and schools in this vibrant community.

Sheila E. Goins
Sheila Goins, a lifelong resident of Alton, IL, is a retired banker, passionate psalmist, and motivational speaker. With an impressive 36-year career in the banking industry, Sheila has also made significant contributions to her community by serving on various boards.
Currently, she is involved with Alton Memorial Hospital BJC, Senior Services Plus, and chairs the James Killion Park Beautification and Enhancement Committee. Together with her husband, Sheila delights in serving the community and cherishes her role as a grandmother to her 12 grandchildren.
Sheila is deeply rooted in the Riverbend community, having graduated from Alton Senior High School in 1983. Married for 40 years to her childhood sweetheart, David Goins.
Sheila embarked on her banking career in 1986 and recently retired in May 2022, after a successful tenure. In addition to her banking experience, she is a dedicated psalmist with a strong passion for motivational speaking, which has led her to numerous engagements both locally and internationally.
Understanding the importance of community involvement, Sheila has served on various boards throughout her career. Currently, she serves on the Board of Directors for Alton Memorial Hospital BJC and Senior Services Plus, and she actively leads the James Killion Park Beautification and Enhancement Committee.
Until recently, Sheila and David dedicated 20 years to pastoring a local church, stepping down after David won the mayoral election in April 2021.
Sheila continues to find joy in serving the community alongside her husband, always aiming to embody purpose and joy in her efforts. Above all, she treasures her most important title: Grandma and GiGi to her 12 grandchildren.
