Economic Development

Mayor Goins will continue to foster economic growth by supporting local businesses and promoting commercial development along the Homer Adams corridor and other business districts to attract new businesses to our city. He looks forward to completing a new Comprehensive Plan, with one of its objectives being to stabilize our neighborhoods and attract new residential development. This planning process will include community and stakeholder input to enhance the city’s housing policies, build on our current program offerings, and consider new methods of spurring homeownership and infill residential developments.

Mayor Goins also plans to roll out a new City of Alton marketing and branding initiative designed to attract visitors and tourists while continuing to invest in various infrastructure and quality of life improvements in different neighborhoods. He looks forward to ongoing investment in our Downtown and Broadway corridor through the Great Streets Plan Initiative with the East West Gateway Council of Governments, focusing on revitalizing downtown through public realm developments to make it more welcoming and walkable, ultimately driving economic development and tourism.

Additionally, the continued partnership with Madison County Transit will launch an investment in downtown Alton, including the Broadway corridor from Henry Street to Piasa Street for a shared-use path to attract visitors and tourists. Mayor Goins also anticipates our continued partnership with Alton Works, looking forward to the completion and opening of the Wedge Innovation Center, which will bring potential jobs and revenues to our community and make Alton a destination for entrepreneurs and startup businesses.

Lastly, we look ahead to future riverfront development through our Planning and Assistance to States Grant from the Army Corps of Engineers to assist in our Riverfront Master Plan. Mayor Goins will pursue the construction of affordable housing units to meet the growing demand and improve community accessibility.
